Deaf & Hard of Hearing Services at Ramsey County (DHHS RC) provides culturally accessible case management services to Deaf, Hard of Hearing and Deaf-Blind individuals who live in Ramsey County. People qualify either by having a mental illness or a vulnerability that requires Adult Protection Services coupled with being a Deaf, Hard of Hearing or Deaf-Blind person who communicates through Sign Language.
Who we serve
DHHS RC serves residents of Ramsey County who are 18+. Individuals can self-refer to the intake department of Ramsey County Community Human Services if they feel that they need assistance. People Incorporated’s Deaf Mental Health Services staff (Voice: 612-379-1070, TTY: 612-379-1079) or other service providers can also assist in contacting intake. Individuals living outside the county’s jurisdiction or who do not meet the criteria of the county’s intake department are not eligible.

Services we provide
At DHHS RC, case managers meet with the recipient on a monthly basis, assess their needs and work with the individual to create a treatment plan. The case manager coordinates services with other providers to assist the individual with satisfying the goals of the treatment plan. Areas addressed include medical monitoring, financial stability and assistance, vocational coordination; help with independent living skills, housing assistance, and problem solving. We provide a culturally and linguistically accessible case management service for Deaf, Hard of Hearing and Deaf-Blind adults.
About our fees
Most of these services are covered by MA and other MN Health Care Plans. Some private insurers may require copays to be met. Details can be reviews during the intake process.
About our staff
Case managers must have a bachelor’s or master’s degree in social work or related human services field, experience working with people who are Deaf, and fluency in Sign Language. Case managers must also maintain 20 hours of continuing education per year plus People Incorporated’s annual in-service training. We highly encourage all staff to attend professional training and workshops.
Hours of operation
8 a.m. to 4:30 p.m., Monday through Friday. A signing staff is always on site on Fridays to meet or talk to recipients of service who are experiencing an emergency. Sign language interpreting services for other departments are arranged by the individual.
Licensing
The program meets contract requirements of the county and state-mandated requirements for targeted case management.
